Economic Development


Mill joined ECG’s Office of Economic & Community Development in 2013 originally serving as the team’s retail-commercial advisor and project manager for ECG’s 52 members. During his tenure he has worked with rural and urban communities across the State of Georgia providing a wealth of consultation, business development, and project management experience in the areas of downtown revitalization, housing and community development, and retail, office and industrial recruitment.

In his current role as the Director of Economic Development, he oversees ECG’s project management team to deliver site selection assistance and consultation resources for new and existing industries and businesses considering opportunities in Georgia. Mill and his team maintain longstanding partnerships with the Georgia Department of Economic Development, the Georgia Allies, and site-selection professionals to successfully evaluate location opportunities, strengthen relationships, and bring new jobs and investment to the state. In addition, he utilizes his extensive network of brokers and developers and leadership position with International Council of Shopping Centers (ICSC) to market retail-commercial growth opportunities in ECG markets.

Mill is a passionate and skilled community builder who believes diverse participation among stakeholders is essential for generating and successfully implementing any economic development strategy. His diverse experience working in both small and large communities across all development sectors enables him to approach a community’s economic development strategy holistically. Mill enjoys bringing creativity, context and a customized approach to strategic planning and community development assistance in ECG communities.

Prior to joining ECG, Mill served as Lead Analyst and Property Manager for a real estate investment company in Athens, GA. Mill also has experience working in planning and development at the City of Charleson, SC, and as research analyst for a land use non-profit, Ten at the Top, in Greenville, SC. A native of Lexington, KY, Mill received a B.A. in History from Davidson College and a Master of City and Regional Planning from Clemson University. His terminal thesis utilized geospatial analytics to assess land use potential for local food system development in the greater Charleston, SC region.

Mill lives in Brookhaven with his wife Julianne, daughter Penn, and their dog Huck. In his spare time he is an avid reader, enjoys endurance activity and sports, fly-fishing, and visiting his home state of Kentucky.
