Daryl Ingram - Managing Director, Economic Development - ECG
▪ Biography
Daryl Ingram is the Manager of Economic Development for ECG (Electric Cities of Georgia). Daryl has over 24 years of diverse experience in the electric utility industry. ECG is the United States largest Public Power Joint Action Agency, providing wholesale electric energy to 49 of Georgia’s municipals.
At ECG Daryl is responsible for the planning, implementation and management of statewide economic development activities. He and his staff actively assist companies in locating new industries throughout the entire state of Georgia. ECG’s economic development group works closely with various community leaders in efforts of improving relations with existing industries and providing consultation on community marketing strategies. In addition to his work in Economic Development, he previously managed ECG’s Major Accounts section, which included New Business and Single Point of Contact activities with many of Georgia’s leading companies.
As a native of Georgia, Daryl has actively been involved in Georgia’s utility industry since 1982. Prior to his employment with ECG, Daryl served as electric director at the City of Cartersville. His responsibilities included the direction and financial over-site of the municipals electrical distribution and fiber optic systems.

Nancy Cobb - Executive Director - OneGeorgia Authority
▪ Biography
Nancy Cobb was sworn in as the Executive Director of the OneGeorgia Authority on July 23, 2002 and reappointed by Governor Sonny Perdue on October 1, 2003.
Prior to her initial appointment Nancy served as interim Executive Director of the Authority for nine months.
Nancy was educated in the public schools in Millen and holds an A.S. degree from Middle Georgia College and a BBA in Accounting from Georgia State College and University. She is a Certified Governmental Finance Officer and is a Certified Public Accountant candidate.
Nancy has developed a diverse background in financial/accounting and rural economic development through her professional career in both the public and private sector. She was Finance Officer and Grant Administrator for nearly a decade in her hometown of Millen prior to moving to Dublin in 1983. She joined Freeman, Daniel, Tydings & Company as an accountant, resigning in late 1991 to accept the position of Controller for Cellular Plus, an early leader in rural Georgia for high-tech communications. Prior to joining the OneGeorgia Authority, Nancy served as Corporate Accounting Manager for Dublin Construction Company, an established leader in commercial and industrial construction for over 55 years in the Southeastern United States.
She serves on the Board of Trustees for Southern Growth Policies Board, Georgia Rural Development Council and is a member of Georgia Economic Developers Association. In her community, Nancy is a graduate of the Dublin-Laurens Leadership program, Chair of the Office Technologies Advisory Committee for Heart of Georgia Technical College, a member of Dublin Rotary Club and a member of the Dublin Service League. She is an active member of Pine Forest United Methodist Church and serves on the Finance Committee.
Nancy and her husband, Dr. Robert Cobb, have three children.

Norman Deese, CEM
▪ Biography
Norman is a Certified Energy Manager and has worked in the energy consulting field for over twenty five years. Norman holds a degree in Management and Economics from Jacksonville State University.
Specializing in Utility Assessment, Norman has also performed rate analysis, contract negotiation and new site start-up services for such notable clients as Target Corporation, Home Depot, BellSouth, Federated Department Stores, City of Carrolltonas well as a number of other commercial clients.
Norman worked with Southwire Company for over eighteen years in a number of Management positions including Corporate Energy Manager, Corporate Facilities Manager and Telecommunications Manager. Norman brings years of experience in negotiation to his Energy Management business, Norman Deese and Associates.

Mark Martyak, PE
▪ Biography
Mark Martyak is a Registered Professional Electric Engineer and has been a consultant to utilities and large energy users for the past twenty six years. Mark holds undergraduate and graduate degrees in Electrical Engineering and Business Administration from the University of Pittsburgh, Purdue University and Tennessee State University.
Mark specializes in Energy Advocacy, Distributed Generation Systems and Utility Electrical Interconnection. He has consulted with over 100 utilities nationally and has served as Engineer of Record for over 500MWs of Distributed Generation Projects. Mark’s experience also includes an emphasis on integrating DG technology with code required standby power systems.
Mark joined PowerSecure, an Integrated Distributed Generation provider, as Vice President of Engineering and Technical Sales in March of 2001 and is currently Executive Vice President of PowerSecureand President of their Utility Engineering Subsidiary.

Alexander Frei, MBA
▪ Biography
Mr. Frei is an associate in Pollina Corporate Real Estate’s Consulting Practice. He represents corporations nationally in location analysis and state and local government incentive negotiations. He assists clients with strategic planning and all phases of real estate transactions. His responsibilities include preparing economic and location analyses, drafting requests for proposals, letters of intent, and negotiating proposal terms, leases and contracts.
Prior to joining Pollina Corporate, Mr. Frei spent 10 years specializing in manufacturing and distribution plant consulting for companies like DaimlerChrysler, Hyundai, Renault, Wedgwood, The Budd Company, Caterpillar, Ford Motor Company, BMW, among others. He was directly involved in the strategic planning, engineering, and executing of turn-key projects, including planning for building requirements, equipment design, and material-flow optimization. He also has extensive international work experience, having spent 3 years in Germany, where he worked on projects for multiple European countries. Mr. Frei is fluent in German and Spanish.
Mr. Frei received his Bachelor of Science degree in Mechanical Engineering from Bradley University, and his Masters degree in Business Administration from Northern Illinois University.

Eric Stavriotis
▪ Biography
Mr. Stavriotis is a director in Pollina Corporate Estate’s Consulting Practice. He focuses primarily on negotiating state and local incentives and conducting location analysis studies for office, research and development and manufacturing projects.
Eric has negotiated over $300 million in state and local incentives for clients in a diverse range of industries including automotive, plastics, telematics and transportation. He has authored multiple articles on community relations and state and local incentives, including several published in Area Development Magazine. As a guest speaker, he has addressed the Greater Phoenix Economic Council, the Michigan Economic Development Corporation, the Illinois Development Council and the Charlotte Regional Partnership. Mr. Stavriotis has performed numerous economic development studies and consulted for various regional and local economic development groups. Eric is also a contributor to the Pollina Corporate Top 10 Pro-Business States study, recognized as one of the most thorough and objective examinations of efforts by the 50 states to attract corporate investment.
Mr. Stavriotis is a member of the Illinois State Bar, a licensed Illinois Real Estate Broker, and an active member of the International Association of Attorneys and Executives in Corporate Real Estate (AECRE).
Eric earned his Bachelor’s degrees in Finance and Marketing from Miami University and his Juris Doctorate from the University of Minnesota.

Ken Stewart - Commissioner, Georgia Department of Economic Development
▪ Biography
As chief marketing officer for the state of Georgia, Department of Economic Development Commissioner Ken Stewart leads Georgia’s efforts to recruit new businesses and expand existing ones; grow the state’s tourism, international trade and entertainment industries; and support the growth of small businesses and entrepreneurs.
Commissioner Stewart was appointed to his post by Governor Sonny Perdue on January 1, 2007. Previously he served as director of the Georgia Forestry Commission (GFC), overseeing the agency's leadership, service and education in the stewardship of Georgia's 24 million acres of forestland. Under Stewart, the GFC focused its efforts on marketing existing products, and on creating markets for new products such as biofuels and carbon credits. The GFC also enhanced delivery of its services to the state, including forest protection, reforestation, forest management and urban forestry to growing metropolitan areas in Georgia.
Prior to being named director of the GFC in 2004, Stewart was vice president of Unisource Worldwide, Inc., where he led the company's south-central sales and distribution division in addition to its retail and specialty manufacturing businesses. He held several management positions at Georgia-Pacific, including director of enterprise development, senior director of strategic planning and analysis of G-P's distribution division, and director of state and local taxes. Stewart has also held management positions at Weyerhaeuser Company and at Mississippi Power & Light.

Joy Wilkins
▪ Biography
Joy Wilkins , CEcD, is manager of the community innovation services group in the Enterprise Innovation Institute at Georgia Tech and oversees development and delivery of economic development services to communities throughout Georgia. She has led teams to advise communities statewide on matters relating to sustainable and innovative economic development and to assist local leaders in their implementation efforts. Joy also manages the development of new programs, tools, and services to assist in the economic development process.
Before coming to Georgia Tech, Joy conducted research for the Metro Atlanta Chamber of Commerce and developed publications and reports for prospects concerning the region’s economy and supportive infrastructure for economic development. She has also served as a freelance writer and researcher.
Joy is a frequent instructor and speaker for conferences and workshops, and author of several published articles. A Certified Economic Developer, she holds a bachelor’s degree in sociology and political science from the State University of New York and a master’s degree in city planning from Georgia Tech.

▪ Biography
Chris Clark is the Deputy Commissioner for Global Commerce at the Georgia Department of Economic Development (GDEcD), the marketing arm of the state of Georgia. He oversees the division that helps existing industries grow and expand; develop and recruit new businesses to Georgia; and increase Georgia’s trade around the world. His responsibilities also include the Governor’s Entrepreneur and Small Business Office and the state’s Innovation and Technology Office, as well as nine offices around the state and 11 offices around the world.
Mr. Clark also chairs the Georgia Entrepreneur and Small Business Network established by executive order of Governor Sonny Perdue and serves as the Governor’s proxy on the Southern Growth Policy Board. Additionally, he is on the board of directors for the Georgia Foreign Trade Zone and is an advisory board member for the University of Georgia’s Small Business Development Center and its College of Agriculture and Environmental Sciences. Mr. Clark is a graduate of Georgia’s first Executive Leadership program and serves as Second Vice President of the Georgia Economic Developers Associations (GEDA) Board of Directors.
Mr. Clark joined GDEcD in 2003 as Deputy Commissioner for Public Affairs and Policy. Prior positions include President & CEO of the Fayette County Development Authority in metro Atlanta, and President & CEO of the Hawkinsville-Pulaski County Chamber of Commerce and Development Association.He received his Certified Economic Developer (CEcD) accreditation in 2002. He was named by Georgia Trend Magazine to its annual “40 Under 40” list of state leaders in 2006.
A native of Fitzgerald, Mr. Clark graduated with a bachelor’s degree from Georgia Southern University and holds an M.A. in Public Administration from Georgia College and State University. Mr. Clark, his wife Tiffany and son Christian reside near Peachtree City in Fayette County, Ga.

Bob Roberson
▪ Biography
Bob Roberson has over 30 years of experience working with Georgia local governments. Currently, he is the President of Bob Roberson and Associates, Inc., a Moultrie-based consulting firm providing a variety of project management services to local governments, primarily in the areas of economic development, affordable housing, and public infrastructure. During the past 16 years, the firm has administered approximately 250 projects and has been involved in most of the major economic development projects in Southwest Georgia.
Roberson served as the City Manager of Moultrie, Georgia, for 13 years. During that period, he was a member of the Board of Directors of the Municipal Gas Authority, and served as the President of the Georgia City / County Management Association. Presently, he serves as a member of the Board of Directors of the Georgia Rural Water Association.
Roberson has an undergraduate degree in Political Science and a Masters Degree in Public Administration, both from the University of Georgia.

Saralyn Stafford, CEcD
▪ Biography
Saralyn Stafford is the Executive Director of the Georgia Academy for Economic Development, a statewide training program on successful economic development strategies and group leadership skills for community leaders. Prior to this position she served for over 15 years as a local community economic developer.
Saralyn began her career in community and economic development 20 year ago, serving as the Executive Director of Forward Waycross and assistant EVP of the Waycross-Ware County Chamber of Commerce. She became the President of the Blackshear-Pierce County Chamber and Industrial Authority in 1990, and then the President of the Douglas-Coffee County Chamber and Economic Development Authority from 1995 through 2002.
In 2002, she was named the Executive Director of the Georgia Academy for Economic Development, a position that is funded by the Georgia Department of Community Affairs. In this position, she coordinates the regional multi-day Academy program and a one-day training program for the Association of County Commissioners and Georgia Municipal Association. She leads a team of 12 DCA regional representatives, and 19 facilitators from Georgia EMC, Georgia Power, the Department of Community Affairs and the Department of Economic Development, and coordinates the involvement of over 50 guest presenters. She was the grant writer, program coordinator and a member of the Charter Class of the Academy in 1994, and served as an Academy Board member from 1996 to 2002, and was the Chair of the Board from 2000-2002. She also serves as the Director for the Office of Leadership Development for the Georgia Dept. of Community Affairs.
She is a graduate of the U.S. Chamber Institute, a Certified Economic Developer by the International Economic Developers Council (IEDC), a past-chair of the Georgia Association of Chamber of Commerce Executives, and a multiple times past-board member of the Georgia Economic Developers Association, most recently serving as Chair of the Professional Development Committee. She is an instructor for UGA’s Development Authority Board Member Training program, has served as an instructor for IEDC, and is a co-author of a recently published handbook for Development Authorities in Georgia published by the Fanning Institute at the University of Georgia. Saralyn is a native of Chattanooga, TN, and has a BA in Communications from the University of Tennessee at Chattanooga.
Saralyn is past-President of the Blackshear and Douglas Rotary Clubs and a former Rotary Assistant District Governor. She and her family have been hosts to 13 exchange students since 1991 through Rotary International. She is married to Marvin, and they have a 16-year old daughter, Jessy, and reside in Broxton with 4 dogs and too many cats to count (or name).
