Location Georgia hosted its fifth economic development conference on March 29-31, 2006 and attendance was record setting. With over 150 Mayors, City Council members, City Mangers, Local/State ED Professionals and Utility Leaders, it is ECG's second largest attended function.

Daryl Ingram - Managing Director, Economic Development - EGC ▪ Biography
Daryl Ingram is the managing director of economic development for ECG (Electric Cities of Georgia). Daryl has over 24 years of diverse experience in the electric utility
industry. ECG is the United States largest Public Power Joint Action Agency, providing
wholesale electric energy to 49 of Georgia’s municipals.
At ECG Power Daryl is responsible for the planning, implementation and management of
statewide economic development activities. He and his staff actively assist companies in locating
new industries throughout the entire state of Georgia. ECG's economic development
group works closely with various community leaders in efforts of improving relations with existing
industries and providing consultation on community marketing strategies. In addition to his work
in Economic Development, he previously managed ECG's Major Accounts section,
which included New Business and Single Point of Contact activities with many of Georgia’s
leading companies.
As a native of Georgia, Daryl has actively been involved in Georgia’s utility industry since 1982.
Prior to his employment with ECG, Daryl served as electric director at the City of
Cartersville. His responsibilities included the direction and financial over-site of the municipals
electrical distribution and fiber optic systems.

Craig Lesser - Commissioner - GDEcD
▪ Biography
Craig Lesser was appointed Commissioner of the Georgia Department of Economic Development
on July 1, 2004. Lesser was charged by Governor Perdue with taking Georgia's economic
development efforts to a new level of efficiency and effectiveness. As Commissioner, Lesser
leads Georgia's efforts to recruit new businesses and expand existing ones; grow the tourism,
international trade and entertainment industries; and support the growth of small businesses and
entrepreneurs.
Commissioner Lesser brings more than 20 years experience in numerous facets of business to
his new position. Most recently, Lesser was a partner in the firm of Griswold Lesser, LLC, which
provides strategic advice and counsel on public affairs issues to such companies as Atlanta Gas
Light Resources, BellSouth, Mirant Americas and Williams Environmental Services. He was
previously senior vice president for external affairs for Mirant Americas, Inc., a power generation
and marketing and trading entity spun off from Southern Co., where he created and directed a 30
person team representing the company at the local, state, regional and national levels, focusing
on the relationships among policy planners, politics and the news media.
Lesser has also worked in the regulatory arena and as a corporate lobbyist. Among other
assignments, he represented Georgia Power Co., another Southern Co. subsidiary, in
Washington for five years as an environmental, tax and general business issues lobbyist. He
then served seven years as vice president- governmental and regulatory affairs for the utility,
directing its efforts at the Georgia legislature, the Public Service Commission and Congress.
Additional responsibilities included community development, urban affairs, agricultural affairs and
the company's initiatives in public and private education.
He was president and CEO of Mirant's $500 million acquisition in New York, where he ran power
plants, negotiated competitive energy market rules and managed the transition to a new work
culture for employees. Of lasting significance, he developed the corporate presence of the new
company to encourage its support among community opinion leaders, resulting in regulatory
approval to build new generation facilities along the Hudson River.
Commissioner Lesser began his career at Georgia Power in the corporate communications
department as a public relations specialist after a stint in radio as an announcer and talk show
host at WSB in Atlanta.
Boards and Associations
Commissioner Lesser serves as a board member of the Regional Leadership Forum and the
Tech High Foundation, a newly approved charter high school in midtown Atlanta. He is on the
Board of Directors of the Georgia Chamber of Commerce. Lesser has also served as chairman
of the Board of Governors of the Georgia Public Policy Foundation. In 2001, he was appointed to
the Client Advisory Committee of the Council of Public Relations Firms. He also was elected to
the Stakeholders Committee of the North America Electric Reliability Council (NERC). In New
York, he was a member of the Executive Committee of the Energy Association. He was a
member of the Executive Committee of the Rockland Economic Development Corporation and
chaired its Existing Business Committee. He was a board member of United Way of Rockland
County and continues to serve as vice president of the SUNY Oneonta Alumni Association. He
has also been chairman of the board of Georgia Special Olympics and a trustee of the Georgia
Foundation for Independent Colleges and of the Georgia 4-H Foundation. Lesser is a 1994
Leadership Georgia graduate and is a graduate of the Regional Leadership Institute.
He has won numerous awards in his career, ranging from an award that now bears his name
given by the Georgia Summit of African American Business Organizations, to the 2002
Distinguished Alumnus Award from the State University of NY at Oneonta, to the supporter of the
arts award from the Haverstraw NY Arts Alliance. His work has been noted in resolutions by both
houses of the Georgia General Assembly.

David Attis - Director of Policy Studies - Council on Competitiveness
▪ Biography
David Attis serves as the Deputy Director of the National Innovation Initiative, a multi-year effort
to increase America’s capacity for innovation. Led by a Leadership Council of CEOs, university
presidents and labor leaders, the initiative released its major report, Innovate America, in
December of 2004. David also served as a policy consultant on the National Academies’ Rising
Above the Gathering Storm report in 2005. Both reports led to bipartisan legislative proposals
and contributed to the President’s American Competitiveness Initiative. David also directs all of
the research for the Council’s flagship publication, the Competitiveness Index, chaired by
Professor Michael Porter of Harvard Business School.
Prior to joining the Council, David was a consultant with A.T. Kearney, Inc. both in their general
consulting practice and in their Global Business Policy Council. His work included business
turnarounds, strategy consulting, information systems implementation, global risk assessments
and policy analysis.
David holds a PhD in the History of Science from Princeton University and BA in Physics from the
University of Chicago. His doctoral thesis explored the history of mathematics in Ireland from the
surveyors of the seventeenth century through the Celtic Tiger economy of the 1990s.
Council on Competitiveness
Founded in 1986, the Council on Competitiveness is a private sector, membership organization
that brings together CEO’s, university presidents and labor leaders to develop and support
policies to drive productivity growth, success in global markets and a rising standard of living for
all Americans. Current areas of focus include national innovation, regional innovation,
competitiveness and security, high performance computing and international partnerships. |

Jim Laird - Multi-Site Energy Advisors, LLC
▪ Biography
After 17 years of service with Home Depot, Jim Laird has transitioned from Director of Energy to
an external resource position, concentrating on advising Retail Clients with their Supply Side
Energy needs. In this role, Jim will provide recommendations and oversight in the areas of
procurement, bill payment services, curtailment, rate review, distributed generation and utility
representation.

Dara Barwick - Assistant Director of Regional Project Managers - GDEcD
▪ Biography
Since 2001, Dara Barwick has worked for the Georgia Department of Economic Development
(GDEcD). From 2000 – 2005 she was the Regional Project Manager for southwest Georgia, and
assisted communities with business recruitment and existing industry support, leadership
development, community marketing, and regional initiatives.
In June, 2005 Dara was named Assistant Director of the Regional Project Managers-
Entrepreneur & Small Business Program. In this capacity she leads the Entrepreneur & Small
Business Office’s regional staff in bringing the “Entrepreneur Friendly” designation program to
communities, as well as Georgia’s small business outreach program.
Prior to joining the Department of Economic Development, Dara worked in operations and
personnel management, training, and program development. She has worked in the private
sector as well as state government, and has presented to hundreds of workshop and conference
attendees as a professional speaker and instructor.
Dara is a graduate of Valdosta State University, the University of Oklahoma’s Economic
Development Institute (EDI), and is a Certified Business Coach. |

Thomas J. Ticknor - Ticknor & Associates, Economic Development Consultants
▪ Biography
Tom Ticknor has conducted economic development strategy, program evaluation, and benchmarking
assignments in 45 states and provinces over the past 26 years. The majority of his assignments
come from repeat business and direct client referrals.
Recent clients include Duke Power, the North Carolina Economic Development Board, the South
Carolina Chamber of Commerce/South Carolina Manufacturers Alliance/South Carolina Economic
Developers’ Association, the Northwest Arkansas Council, and the Colorado Springs Economic
Development Corporation. He conducted an economic development strategy for ECG in the mid-1990’s.
Prior to forming Ticknor & Associates, he was Principal in charge of the Fantus Consulting (now
Deloitte) Development Advisory practice and a member of the Fantus Executive Committee. He
participated in numerous site location assignments and led economic development projects for
states, regions and utilities.
He also has a senior economic development leadership track record as the Division Manager for
Program Development and Business Finance with the Illinois Department of Commerce & Community
Affairs. Accomplishments included starting state seed and venture funds, co-authoring
legislation for incubation, university technology transfer, and location incentives, marketing management
of DCCA financial assistance programs, serving on the team that located the Mitsubishi/
Chrysler Diamond Star automotive plant, and developing strategies to differentiate Illinois by
region.
He is especially proud that his children have engaged in community and economic development
volunteer service in the Dominican Republic, Belize and Ghana.

He holds a BA in Economics from Kalamazoo College and an MBA in Strategy, Marketing & Public/
Non-Profit Management from Northwestern University’s Kellogg School of Management.

William Fredrick - President - Wadley-Donovan GrowthTech, LLC
▪ Biography
Bill Fredrick is the president of Wadley-Donovan GrowthTech, LLC, a Wadley-Donovan Group
(WDG) company offering diversified economic development services, including strategic
planning, labor market-workforce assessments and remedial programs, target industry
identification and targeting, real estate site certification, and aviation economic development. The
company offers best-of-class services fully grounded in the reality of the customer.
In 1992 Bill and other industry leaders formed WDG, an evolution of the James P. Wadley
Company, established in 1975. In 2004, the company’s economic development division changed
its name to Wadley-Donovan GrowthTech. The company serves as WDG’s economic and
workforce development consulting unit.
Bill has a distinguished 28-year career in economic development and site selection consulting.
Before becoming a founding partner of WDG in 1992, Bill held senior consulting positions at three
international business mobility advisory firms: The Fantus Company, Moran, Stahl and Boyer,
and Prudential Realty. His corporate clients have included Alfa-Laval, Astra-Merk, Bloomberg,
McKesson, John Wiley, Time Life Books, General Dynamics, and Transamerica.
Bill’s economic development clients have been varied in scope and size. Current or recent clients
and projects include: labor market and other assessments of greater Tunica (MS), Cookeville
(TN), a 52 county region around Memphis (TN); an assessment and target industry program for

Jeff Erramouspe - Senior Consultant - TIP Strategies
▪ Biography
Jeff Erramouspe is a strategy consultant with TIP Strategies, Inc. His portfolio includes an
entrepreneurial consulting and technology-related marketing for economic development
professionals. His goal is to foster entrepreneurship and technology growth in regions and
communities nationwide.
Jeff joined TIP in January of 2006 after a 20 year career in technology marketing and
entrepreneurship. In January of 2001, he co-founded Deepfile Corporation (now called
StoredIQ), a leading provider of file management solutions for corporate compliance. During his
tenure as CEO of Deepfile, the company raised $4M in venture capital and angel funding,
delivered leading file management products to the market, and secured the company’s initial
customers. Prior to founding Deepfile, he was a venture fellow at AV Labs, the seed-stage fund
associated with Austin Ventures, where he provided executive leadership to several AV Labs
portfolio companies. During this period, Jeff was recruited by the Foundation for Entrepreneurial
Excellence to be an adjunct professor for entrepreneurship at the University of Texas Graduate
School of Business. He was ranked as one of the top teachers in the business school.
Jeff was the former vice president of marketing for Vignette Corporation. Vignette is the leading
provider of content management and e-relationship management solutions. While at Vignette, he
developed company and product positioning that defined content management solutions and
positioned Vignette as a leader of such solutions. Jeff came to Vignette after a successful
executive management career at Compaq Computer Corporation, where he was responsible for
the server/systems management software business.
Jeff began his career at NCR Corporation after earning a Bachelor of Arts degree from the
University of California at San Diego in Quantitative Economic Decision Sciences. Jeff is an
experienced public speaker and has presented at numerous conferences and conventions. |

Steve Weitzner - President, CEO - Silverlode Consulting Corp.
▪ Biography
Steve is the founder and president of Silverlode Consulting Corp., a comprehensive economic
development consulting firm providing public and private sector solutions throughout North
America. Prior to founding Silverlode, Steve was the founder and Area Director of Business
Incentives Services for the Lake Erie Area of Ernst & Young LLP. Steve also worked for Coopers
& Lybrand’s Location and Incentives Advisory Services in Atlanta and Cleveland. He has
provided assistance to a wide variety of companies and organizations throughout the country,
including many Fortune 50 firms and state and local government agencies. His experience
includes domestic and international site selection and location analysis, economic development
strategy, decision analysis, and demonstrating the economic and fiscal impacts of a variety of
projects to both corporations and governments. Steve has been published in the Journal of State
Taxation, the Journal of Multistate Taxation and Incentives, and the CCH Business Incentives
Guide.
Steve earned the Master of Business Administration degree from the Fuqua School of Business
at Duke University and a Master of Music degree from the University of Akron. Steve is also a
Certified Public Accountant. Currently Steve serves on the Board of Young Audiences of Greater
Cleveland. He is an avid soccer player and skier, and lives in Shaker Heights, Ohio with his wife

Larry Alford - Manager - GA Tech Economic Development Institute
▪ Biography
Larry graduated from Auburn University with a bachelor’s degree in Industrial Engineering. He
received his MBA from Columbus State University.
He worked for Owens Corning Fiberglas for 11 years in their manufacturing operations prior to
coming to Georgia Tech in 1990.
Larry is currently Georgia Tech’s South Metro Region Manager. In this position he is responsible
for promoting Tech’s services to industry with the goal of improving the competitiveness of
Georgia’s manufacturers.
He has been married for 27 years and has two children. |

Nancy Cobb - Executive Director - OneGeorgia Authority
▪ Biography
Nancy Cobb was sworn in as the Executive Director of the OneGeorgia Authority on July 23, 2002 and
reappointed by Governor Sonny Perdue on October 1, 2003. The OneGeorgia Authority, created in
October 2000, targets assistance to Georgia’s rural areas and its most economically distressed
communities utilizing one-third of the state’s tobacco settlement funds. The authority expects to receive
$1.6 billion over the course of the twenty-five year settlement.
Prior to her initial appointment Nancy served as interim Executive Director of the Authority for nine
months. Coming on board shortly after start-up as Finance Officer, she has been an integral part of the
policies, program development and operations of the Authority.
Nancy was born and raised on a diversified farm in Jenkins County. She was educated in the public
schools in Millen and holds an A.S. degree from Middle Georgia College and a BBA in Accounting from
Georgia State College and University. She is a Certified Governmental Finance Officer and is a Certified
Public Accountant candidate, having passed all testing requirements.
Nancy has developed a diverse background in financial/accounting and rural economic development
through her professional career in both the public and private sector. She was Finance Officer and Grant
Administrator for nearly a decade in her hometown of Millen prior to moving to Dublin in 1983. She joined
Freeman, Daniel, Tydings & Company as an accountant, resigning in late 1991 to accept the position of
Controller for Cellular Plus, an early leader in rural Georgia for high-tech communications. Prior to joining
the OneGeorgia Authority, Nancy served as Corporate Accounting Manager for Dublin Construction
Company, an established leader in commercial and industrial construction for over 55 years in the
Southeastern United States.
She serves on the Board of Trustees for Southern Growth Policies Board, Georgia Rural Development
Council and is a member of Georgia Economic Developers Association. In her community, Nancy is a
graduate of the Dublin-Laurens Leadership program, Chair of the Office Technologies Advisory
Committee for Heart of Georgia Technical College, a member of Dublin Rotary Club and a member of the
Dublin Service League. She is an active member of Pine Forest United Methodist Church and serves on
the Finance Committee.

Frank Crane, Jr. - Director, Government and Corporate Affairs - ECG
▪ Biography
Frank serves as Director of Government and Corporate Affairs for ECG and has been
with the organization since 1989. The department creates or coordinates corporate
communications including legislative updates, the corporate monthly newsletter and annual
report. Frank’s staff is also responsible for coordinating local, state and federal regulatory and
legislative affairs for ECG on behalf of the Participants. |

Brian Corde - Executive Director - Mintax, Inc.
▪ Biography
Brian Corde is Executive Director of Mintax and directly manages the Economic Development
Division (the site selection and incentive negotiation arm of Mintax). He has been with the firm
since 1996, and has provided technical expertise and leadership throughout his tenure with the
company.
Brian’s professional background with Mintax includes time spent with the firm’s State Tax Incentive
group, where he was responsible for securing statutory incentive dollars for more than 100 clients
in all 50 states.
Brian has been with the Economic Development Division since 1999 and has negotiated incentive
packages for Mintax’s highest profile clients including Pfizer, Philip Morris USA, Kraft, Yahoo,
HSBC, Merrill Lynch, GKN Aerospace, Kohler and others. During this time he has utilized his
expertise in site selection and government incentives to help craft special legislation for some of his
incentive projects as well as having advised governments on structuring incentive legislation to
effectively attract and retain their business targets.
Brian’s has background in Government and State Tax Incentives and the financial aspects of site
selection both domestically and internationally. He’s researched projects in 11 countries and every
state in the US, serving as the liaison between new and expanding companies and government
offices worldwide.
Recognized as an expert in his field, Brian sits on the editorial Board of the Business Xpansion
Journal, and has written articles featured in Site Selection Magazine, Business Expansion Journal,
Office and Industrial Properties, and Expansion Management Magazine.
He is frequently a featured speaker and guest at state and local incentive conferences and
workshops.

Brian Bulthuis - City Manager - City of Acworth, Georgia
▪ Biography
Brian Bulthuis has been the City Manager of Acworth Georgia since September 1996. Before
moving to Georgia, Mr. Bulthuis served as City Manager in Mt. Morris, Michigan for six years and
Assistant City Manager in Whitehall, Michigan for three years.
In the 10 years that Mr. Bulthuis has been City Manager, Acworth has grown from a community of
about 7,200 to over 20,000 today with over 150 employees. In the past 5 years Acworth has
seen commercial growth exceed over 4 million square feet. For the past 100 years Acworth
operated its own Power Company as an independent distributor of power. After studying the
issue Mr. Bulthuis recommended to the Mayor and Aldermen that Acworth join ECG and
in May 2001 Acworth became the 49th member of ECG.

Clarence Bryant - City Manager - City of Commerce, Georgia
▪ Biography
Clarence graduated from the University of Georgia in 1969. He then served in the U.S. Navy
from 1970 to 1975.
Clarence served as City Administrator for Blakely, Georgia during the late 1970’s. He was on the
Southwest Georgia Area Planning Commission from 1975 to 1978.
Clarence was City Manager for Camilla for 10 years and City Manager for Commerce for 15
years. He has over 30 years experience in Georgia local government.
He is married to Linda and they have one married daughter. In his leisure time he enjoys hunting,
fishing, golf and working in his yard. |

Jimmy Phillips - President - Gordon County Chamber of Commerce
▪ Biography
Jimmy is serving his 9th year as President of the Gordon County Chamber of Commerce in
Calhoun, GA.
He is a graduate of the U.S. Chamber of Commerce Institute for Organization Management as
well as Leadership Calhoun / Gordon County – a local community leadership program.
Jimmy’s additional leadership and training includes: graduate of Regional Leadership Institute,
graduate of Georgia Institute of Real Estate, and graduate of Northside Institute of Real Estate.
His previous employment includes 13 years with a telecommunication manufacturing company
and 14 years in real estate sales.
Prior to his present position, Jimmy served his community as an elected official for the City of
